Terms of use

These are the rules for using CITADEL. By creating an account or using the site you agree to them. They are written to be read, so they are in plain English rather than legalese.

1. Who these terms are between

CITADEL is operated by CITADEL Tanzania Limited, registered in Tanzania. Registered company number: to be confirmed.

CITADEL is a place where employers advertise work and people apply for it. We are not an employer, an employment agency, or a party to any hiring decision. We do not choose who is hired and we do not guarantee anyone a job or any employer a candidate.

2. Your account

  • You must be 18 or over to use CITADEL.
  • The details you register with must be true, and you must keep them up to date.
  • Your account is yours. Do not share your password or let someone else use your account.
  • If you register on behalf of a company, you confirm you are authorised to bind that company to these terms.
  • Tell us promptly if you think someone else has got into your account.

3. If you are looking for work

  • What you put in your profile and your CV must be true. Inventing qualifications or experience is grounds for us closing your account, quite apart from what an employer may do.
  • Only upload CVs and documents that are yours to upload.
  • When you apply for a job, the employer receives your name, contact details, CV and your answers to their questions. That is the point of applying, and you cannot apply without it.
  • Appearing in the talent directory is your choice. It is off unless you switch it on, and you can switch it off whenever you like.
  • Using CITADEL is free for job seekers. We will not charge you to apply for work, and any employer who asks you to pay for a job is breaking these terms — report them to us.

4. If you are hiring

  • Every advert must be for a real, currently available position at your organisation.
  • Every advert must state a salary or a salary range. This is deliberate and there is no way around it: pay transparency is the point of this platform.
  • Adverts are reviewed by our team before they go live. We may ask for changes or refuse an advert, and we do not have to explain a refusal in detail.
  • Adverts must comply with Tanzanian employment law. You must not discriminate on grounds the law protects, and you must not require personal information you are not entitled to.
  • Do not ask candidates for money, bank details, or payment of any kind at any stage. This is the most common recruitment fraud and we treat it as immediate grounds for removal.
  • The verified badge is granted after we check your registration documents. Do not claim to be verified when you are not.

5. Recruitment agencies

  • An agency may act only for a client company that has appointed it on CITADEL. That appointment is made by the client and can be ended by the client at any time.
  • An agency acts for one client at a time, and everything it does — adverts, applicants, notes — belongs to that client, not to the agency.
  • When the appointment ends, the agency's access to that client's data ends with it.
  • An agency must not move candidate data between its clients.

6. Credits and payment

  • Some employer features are paid for with credits, which are bought in advance.
  • A credit is consumed at the moment you use it — for example when you unlock a candidate's CV and contact details. Once consumed, it has been used and is not returned.
  • Prices are shown before you buy and include any taxes stated at checkout.
  • Credits have no cash value and cannot be exchanged for money or transferred to another account.
  • If something goes wrong — you are charged and the feature does not work — tell us and we will put it right.

To be confirmed before launch

Two commercial points are not yet settled and will be stated here before payments go live: whether unused credits expire, and the refund position on a credit purchase that has not been spent. Until then, no credits are being sold for real money.

7. What is not allowed

On CITADEL, you must not:

  • Post anything false, misleading, abusive, discriminatory or unlawful.
  • Advertise anything that is not a genuine job — pyramid schemes, 'business opportunities' requiring payment, or adverts whose real purpose is collecting personal data.
  • Harvest, scrape or bulk-collect data from the site, by any means.
  • Try to get at accounts, data or parts of the system you are not entitled to.
  • Upload malicious files, or attempt to disrupt the service.
  • Impersonate another person or organisation.

8. Handling candidate data

This section is for employers and agencies, and it matters more than it may appear.

When you receive a candidate’s name, CV or contact details through CITADEL, you become a data controller for that information under the Personal Data Protection Act, Cap. 44. That brings obligations directly on you, not on us. In particular:

  • Use the details only to consider that person for work, and only for the role they applied to or the role you contacted them about.
  • Do not use them for marketing, add them to a mailing list, or contact them about anything unrelated.
  • Do not pass them to anyone else, including another company in your group, without that person's consent.
  • Keep them secure, and do not keep them longer than your recruitment needs.
  • Answer the candidate if they ask what you hold about them, or ask you to correct or delete it.
  • The Act requires anyone collecting or processing personal data to be registered with the Personal Data Protection Commission. That is your responsibility for your own organisation.

Breaking any of this is a breach of these terms and we will remove your access. It may also be an offence under the Act, for which you and not CITADEL are answerable.

9. Your content

What you write and upload stays yours. You give us permission to store it, display it to the people it is meant for, and process it as our privacy policy describes — nothing beyond that. A job advert, once published, is shown publicly, which is the point of publishing it.

The CITADEL name, design and software are ours and may not be copied or reused.

10. Moderation and suspension

We review job adverts before they are published and we check the documents employers submit for verification. We may remove content, or suspend or close an account, where we reasonably believe these terms have been broken.

Where we can, we will tell you why and give you a chance to fix it. Where the problem is serious — fraud, or a risk to candidates — we will act first and explain afterwards.

11. Availability and liability

  • We work to keep CITADEL available, but we do not promise it will never be down. We may take it offline for maintenance.
  • We do not verify the truth of every advert or every profile. We check what we reasonably can — that is what the verified badge means — but you must use your own judgement.
  • We are not responsible for what happens between an employer and a candidate: the accuracy of an advert, the conduct of an interview, whether a job offer is made, or what happens after someone is hired.
  • Nothing in these terms limits liability where the law does not allow it to be limited — including for death or personal injury caused by negligence, or for fraud.

12. Governing law

These terms are governed by the laws of the United Republic of Tanzania, and the courts of Tanzania have jurisdiction over any dispute arising from them.

13. Changes to these terms

We may update these terms. The date at the top of this page always shows when the current version took effect, and where a change materially affects you we will tell you before it does.
